VEP Enforcement At MY-SG Land Border Starts July 1

Transport Minister, Anthony Loke, has announced that enforcement of the Vehicle Entry Permit (VEP) system at the Singapore land border will commence on July 1.

This initiative aims to enhance road safety and ensure compliance with the Road Transport Act 1987. As stated by Loke, operating a foreign-registered vehicle in Malaysia without a valid Vehicle Entry Permit (VEP) is an offense under Section 66H(7) of the Act.


“Why are we implementing this on July 1? Because ample time has been given — starting with a soft advocacy approach from October 1, 2024,” he says, adding that foreign private vehicles entering Malaysia without a valid VEP will be fined RM300, payable before departure.

The minister further mentioned that summons will continue to be issued to individuals who pre-registered but have not activated their Vehicle Entry Permit (VEP), and these fines must be settled before departure.

Regarding company vehicle regulations, Loke stated that unregistered company cars or those lacking a valid VEP will result in a summons for the driver. However, warning notices will be issued for pre-registered company vehicles undergoing activation, given the necessary corporate document submission process.


He assured that to prevent traffic congestion, all enforcement activities will be carried out away from border checkpoints.

“Summons payments must be made using cashless methods — either at JPJ office counters, mobile counters, or online via myEG,” Loke added.

Initial enforcement of VEP saw the Road Transport Department (JPJ) examine 52,012 Singaporean vehicles. Warnings were issued to around 2,245 cars, representing 4.32 percent of those checked.

By June 2nd, 231,018 RFID tags had been given to individual foreign private vehicle owners, with another 2,660 tags allocated to companies that own private vehicles.
