MOT Appoints New M.V.15 Inspection Operators to Ease Puspakom Congestion

The Ministry of Transport (MOT) has appointed four new companies to operate Motor Vehicle Inspection Centres (PPKM) for ownership transfer inspections M.V.15 (B5), specifically for private vehicles. This move is aimed at easing congestion at Puspakom centres, which currently handle both B5 and heavy vehicle inspections.

Transport Minister Anthony Loke said the initiative would improve public access and inspection efficiency. It follows Cabinet approval in March 2023 to liberalise vehicle inspection services, previously held under a single-operator model.

The companies appointed, Carro Technology, Carsome Academy, Wawasan Bintang, and Beriman Gold must meet stringent conditions including a minimum paid-up capital of RM1 million, local ownership, certified inspectors, integration with the MySIKAP system and proper infrastructure.

They are given 12 months to comply before being licensed, with the Road Transport Department (JPJ) overseeing progress. Companies involved in used vehicle sales must also ensure dedicated inspection lanes and staff to meet international standards.

This latest appointment is separate from the one announced in Feb 2025, which involved full-fledged vehicle inspection services akin to Puspakom.

That earlier announcement included Wawasan Bintang for Port Klang, Gua Musang, and Mersing; Pakatan Petroleum for Rawang and Temerloh; and Beriman Gold for Kuching and Serian. Those companies were required to have a higher paid-up capital of RM10 million.

The minister stressed that the introduction of more PPKM providers will foster healthy competition and lead to better quality vehicle inspections, in line with the government's shift to a multi-operator licensing model.
