Three Laws To Be Updated For MLFF Toll System - Ahmad Maslan

The government is set to amend three major laws next year to make way for the nationwide rollout of the Multi-Lane Free Flow (MLFF) toll system. 


The Federal Roads Act 1959, Road Transport Act 1987, and Malaysian Highway Authority (Incorporation) Act 1980 will be updated to include toll-evasion offences and enforcement rules under the new system.


Deputy Works Minister Datuk Seri Dr Ahmad Maslan explained that MLFF lets vehicles pass tolls without stopping, which could mean some motorists don’t pay. 


“You know, MLFF is a toll system where vehicles simply drive through. In the end, some may not pay, and that is why specific legislation is needed as well as clarity on which agency will enforce it,”  he said, adding that enforcement is expected to fall under the Malaysian Highway Authority (LLM).

Maslan further mentioned that previous delays in rolling out MLFF were partly due to these legal amendments. 


He also addressed cost concerns, saying the system is fully implemented by highway concessionaires under a business-to-business model, with no government spending involved.


“The MLFF system is designed for the benefit of drivers. We don’t want motorists who have been enjoying smooth traffic to suddenly be stuck at toll plazas,” he stressed.

Currently, six consortiums are competing to deploy MLFF, including JustGo Digital (PLUS), Touch ’n Go with Prolintas, a JV between Konsortium Jaringan Selangor and SEP Synergy, Amanat Lebuhraya Rakyat with PayNet, Setel Ventures (Petronas), and a JV involving a Malaysian royal family and a Qatari consortium using South Korean tech, as per TheEdge report


Highway concessionaires will select partners themselves, guided by ministry standards to ensure a consistent system across all highways.
