Officers will carry out official duties within clearly designated station areas. It also clarifies which country’s laws apply when officers perform their functions. To coordinate operations smoothly, Malaysia will appoint an intermediary entity to manage and facilitate officer deployment at both stations.One of the most significant parts of the Bill deals with<a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2026/01/johor-bahru-singapore-rts-nears-completion-as-testing-begins" target="_blank"> cross-border incident management</a>. The law outlines procedures for managing crimes committed on RTS trains in transit, offences on railway tracks and crossings and emergencies within designated station areasBoth governments will be required to notify each other promptly in the event of an incident and provide updates as necessary. In serious situations, such as public security threats, major disruptions or emergencies, designated officers may be allowed to enter the other country’s territory under clearly defined conditions.

Malaysian courts will have the power to try offences under Malaysian law covered by the Act, including certain offences deemed to have been committed outside Malaysia but falling within its scope. To ensure operational clarity, the proposed law grants legal protection to enforcement and incident management officers from both countries for actions carried out during official duties.Singaporean officers operating in Malaysia will be recognised as public servants under Malaysian law. Any offence committed against them will be treated as an offence against a Malaysian public servant. The legislation also safeguards official documents, data and equipment used by officers, and requires both governments to facilitate permits and approvals for goods used in official operations.Malaysia and Singapore have agreed to finalise their respective domestic laws governing RTS operations by June 30, with full enforcement targeted by Sept 30. The timeline was agreed under a supplementary agreement finalised during the 12th Malaysia-Singapore Leaders’ Retreat in December.

The Act will remain in force for as long as the bilateral RTS agreements between both countries are active. The Minister will also be empowered to introduce additional regulations to ensure smooth implementation. Debate on the Bill begins Feb 12 in the Dewan Rakyat.

PLUS Malaysia is preparing for a surge of up to 2.2 million vehicles per day on its highways during the upcoming Chinese New Year festive seasonm marking a 16% increase compared to normal traffic. To manage the traffic spike, 6,000 staff will be deployed, and 32 Smart Lanes will be activated at high-traffic locations. PLUS also encourages drivers to plan trips ahead using the MyPLUS-TTA digital schedule via the PLUS app, which provides suggested travel times and real-time traffic updates.

Facilities have also been upgraded for the season. Since 2023, the highway concessionaire has improved over 60 R&amp;R areas, lay-bys, and toll plazas, including new suraus, upgraded public toilets, and 26 additional cabin toilets at selected locations. Parking facilities are also being expanded at six key sites.

The<a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2026/01/ecrl-fares-to-be-announced-ahead-of-2027-launch" target="_blank"> East Coast Rail Link (ECRL) has reached another operational milestone</a> with the arrival of its first electric passenger trains and freight locomotives in Malaysia.Two<a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2026/01/ecrl-launch-hinges-on-system-integration-jan-2027-target-maintained" target="_blank" style=""> Electric Multiple Unit (EMU) train sets and two electric locomotives (E-Loco)</a> have been delivered and unveiled at the ECRL KotaSAS station in Kuantan, marking the start of rolling stock deployment for the 665 km rail project connecting the Klang Valley to the East Coast.

He noted that the new EMU and freight locomotives represent a shift towards a more modern, efficient, and environmentally friendly rail system for the country.

Each six-car EMU is designed for passenger service at up to 160 km/h and can carry up to 425 passengers in an all-economy configuration. The trains are fitted with passenger-focused features, including toilets, luggage racks, prayer rooms, food and beverage counters, and accessibility facilities.For freight operations, <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/12/ecrl-first-emu-trains-e-locos-head-to-malaysia-for-testing" target="_blank">the ECRL’s electric locomotives can reach up to 80 km/h and haul up to 45 wagons, with a maximum load of 3,500 tonnes per trip. </a><span style="font-size:12pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">“The cargo capability is expected to support the long-term goal of shifting freight movement from road to rail between the East Coast and the Klang Valley,” Loke said.

As of January 2026, construction of the ECRL project has reached 91.7% completion. The Kota Bharu to Integrated Gombak Terminal section is scheduled for completion by the end of 2026, with commercial passenger and freight services targeted to begin in January 2027.Once fully operational, the ECRL will operate 11 EMU train sets for passenger services and 12 electric locomotives for cargo, forming a new high-capacity rail corridor across Peninsular Malaysia.
