The Kuala Lumpur City Hall (DBKL) has announced its Kuala Lumpur Car Free Morning programme has resumed on November 7 to those who have completed their vaccination and are already pre-registered for the event.&nbsp; Kuala Lumpur Car Free Morning will be held twice a month as a simulation programme to adapt accordingly to the new SOP that the National Security Council has implemented.&nbsp;This simulation programme organized in November and December would use a 7km stretch in the city centre, consisting of Jalan Raja, Jalan P. Heavy vehicles hauling construction materials, especially sand and logs, make up a large share of traffic on Kelantan’s roads, according to <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/07/heavy-vehicles-to-get-speed-limiters-cut-off-systems-not-on-the-table-mot" target="_blank" style="">the state Road Transport Department (JPJ).</a>
State JPJ director Mohd. Misuari Abdullah said the observation was made during the department’s <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/05/crackdown-on-heavy-vehicles-hogging-fast-lane" target="_blank">recent Ops Khas Gempur Kenderaan Perdagangan.</a>“Most of the trucks we inspected were carrying rocks, sand, logs and soil. Inspections were conducted at JPJ enforcement stations in Gua Musang, Bukit Jawa in Pasir Puteh, Laloh in Kuala Krai and Bukit Bunga in Tanah Merah," he told Kosmo.

Misuari added that some trucks were also caught exceeding weight limits while transporting raw materials, iron ore and boulders."From January to August, 13 offences under the Land Public Transport Act 2010 were recorded involving heavy vehicle drivers, slightly lower than the 16 cases over the same period last year," he stated.The same operation uncovered 1,080 other traffic offences under the Road Transport Act 1987, with RM126,000 in compounds collected compared to RM58,000 last year.

“There’s been a noticeable drop in overloaded vehicles thanks to our ongoing awareness campaigns and consistent enforcement efforts,” Misuari concluded.

Officers believe the case involves misuse of duty exemption facilities, and it is now being probed under Section 135(1)(d) of the Customs Act, which covers possession of uncustomed or prohibited goods.
Wan Norizan said enforcement will be tightened to ensure warehouse operators follow the rules.From January to August this year, Kuala Lumpur Customs has recorded 353 seizure cases worth RM72.12 million, involving duties and taxes of RM31.61 million. Alcohol topped the list with RM11.48 million seized across 77 cases, followed by imported steel without permits (RM8.88 million), cannabis flower (RM8.67 million), and illegal cigarettes (RM6.71 million).One unusual bust involved a drone worth RM1.56 million brought in without an import permit.
