Despite private vehicles being one of the biggest contributors to <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2023/11/more-than-900-compound-notices-issued-for-excessive-vehicle-emissions-in-three-months" target="_blank" style="">carbon emissions in Malaysia</a>, experts say cars are unlikely to be directly targeted under national climate goals anytime soon, largely because Malaysians still depend heavily on them and public transport gaps remain unresolved.
Speaking to Free Malaysia Today (FMT), Climate Governance Malaysia director Gary Theseira said the <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/12/jas-set-to-remove-rm2000-emissions-compound-cap" target="_blank" style="font-family: Arial, sans-serif; font-size: 12pt; white-space-collapse: preserve;">government has so far taken a cautious approach towards cutting transport emissions</a>, relying more on incentives than strict, legally binding targets.“Mobility emissions are regarded as <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2024/10/report-stellantis-could-slash-ice-cars-production-to-avoid-emissions-fines" target="_blank" style="font-family: Arial, sans-serif; font-size: 12pt; white-space-collapse: preserve;">energy-related emissions</a>, together with electricity generation. These emissions would be governed and reported under Malaysia’s nationally determined contributions,” Theseira told FMT, referring to Malaysia’s commitments under the Paris Agreement.Instead of setting hard limits on private vehicle emissions, current policies focus on improving fuel efficiency standards, <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2024/05/study-relocating-ev-battery-production-from-china-to-eu-can-slash-emissions-by-37" target="_blank" style="font-family: Arial, sans-serif; font-size: 12pt; white-space-collapse: preserve;">encouraging electric vehicle (EV) adoption among government agencies</a> and government-linked companies (GLCs), and expanding EV charging infrastructure for public use.

According to Theseira, one major reason for this soft approach is concern over rising living costs, especially for middle- and lower-income households.“The administration is cautious about any measures that could increase the cost of living, especially for middle- and lower-income families,” he said, pointing to public sensitivities highlighted during recent diesel subsidy reforms.His comments follow a recent study by environmental group RimbaWatch, which estimated that new cars registered in Malaysia last year could collectively emit around 3.37 million tonnes of carbon dioxide (CO₂) annually. The estimate was based on official data showing that 825,514 petrol- and diesel-powered cars were registered in 2025 alone.For many Malaysians, however, cars are no longer a luxury or lifestyle choice but they are a necessity. MY Mobility Vision executive director Rahman Hussin said this reality makes it difficult for policymakers to simply regulate car usage without addressing deeper transport issues.“Cars have ceased to be a lifestyle choice and are now a necessity for families, given the continued inconvenience of public transportation,” Rahman told the daily news portal. He stressed that parents, in particular, cannot be “priced out” of car use when public transport still fails to provide reliable first- and last-mile connectivity.“If we try to regulate emissions without solving this reality, we aren’t just fighting traffic; we are fighting the necessity of care,” he added.Petaling Jaya MP Lee Chean Chung echoed these concerns, saying that while emissions-based systems make sense on paper, they remain politically sensitive.“There is clear institutional and political hesitation within government and Parliament to adopt explicit transport emission targets, as such targets are often perceived to imply higher costs, limit vehicle age, and heighten fuel-price exposure,” Lee told FMT.

Lee added that this caution is reflected in how transport is currently treated under the proposed Climate Change Act. While the bill would mark a major step forward in Malaysia’s climate governance, he said it lacks clear sector-specific emission targets, mandatory modal-shift requirements, and fiscal alignment mechanisms.As a result, much of the responsibility for reducing transport emissions is left to individual ministries, rather than being driven by a unified national framework.

Commuters pay RM50/month, while the government adds RM100, bringing the true cost to RM150, or RM1,200 annually per user.“Over 200,000 commuters use the My50 pass monthly, and more than half are going digital. This reduces queues and eases congestion,” Loke said.The Touch‘n Go eWallet allows commuters to renew anytime with a simple tap. After years of delays and uncertainty, <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/12/lrt3-33-problems-identified-solutions-ready-tests-ongoing" target="_blank" style="">the long-awaited LRT3 Shah Alam Line is finally nearing the finish line, with operations expected to begin by June</a> at the latest and possibly as early as April.
Transport Minister Anthony Loke said the June timeline set by asset owner <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/12/lrt3-wont-launch-this-year-as-glitches-persist-no-new-date-set" target="_blank" style="font-family: Arial, sans-serif; font-size: 12pt; white-space-collapse: preserve;">Prasarana Malaysia Bhd</a> is a conservative one, expressing confidence that the new rail line could be ready sooner if all final tests go smoothly. He shared the update during a radio interview on Feb 5, offering reassurance to commuters who have been waiting for the project since construction began almost a decade ago.

The LRT3 line was originally slated to start running in October last year, but Loke said the delay was unavoidable as safety checks and technical testing had to be prioritised. According to him, the most crucial phase in the entire process is the Fault-Free Run (FFR), a stringent test that requires each train to operate for at least 4,000km without encountering a single technical fault.“Unfortunately, during testing in November and December, we ran into software and signalling issues"What makes the process especially challenging is that any fault, no matter how minor, forces the test to restart from zero, even if the train had already clocked thousands of kilometres," Loke said.
The good news, however, is that progress has picked up. Loke said the first batch of more than 20 trains designated for the LRT3 line has already successfully passed the Fault-Free Run. The remaining trains are currently undergoing the same testing process, and once all trial runs are completed, the ministry will give the green light for operations to begin.

Stretching 37.8km, the LRT3 Shah Alam Line connects Bandar Utama in Petaling Jaya to Johan Setia in Klang, running through key areas in the western corridor of the Klang Valley. Once operational, it is expected to benefit around two million residents, providing a long-needed public transport alternative in areas that have traditionally relied heavily on private vehicles.The LRT3 project has had a long and bumpy journey. Construction began in 2016, but progress was slowed by major restructuring of work packages, followed by disruptions caused by the Covid-19 pandemic.

Over the years, multiple launch deadlines were missed, with the opening pushed back from 2020 to March 2025, and later to October 2025, before being delayed again due to technical challenges.
Once in service, the line is expected to ease traffic congestion, improve connectivity between Petaling Jaya, Shah Alam and Klang, and encourage more people to switch to public transport.

The first <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2026/02/rts-link-to-deploy-100-e-gates-at-bukit-chagar-icq" target="_blank">Johor Bahru–Singapore Rapid Transit System (RTS) Link train</a> arrived at Woodlands North Station on Wednesday, February 4, 2026, marking another key milestone for the long-awaited cross-border rail service.The Singapore's Land Transport Authority (LTA) confirmed the train’s arrival on Facebook, describing it as “another major milestone in our journey towards seamless cross-border travel.” The train was on a scheduled demonstration run, as project teams conduct <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/08/rts-upgrades-on-track-cross-border-e-hailing-needs-singapores-nod-loke" target="_blank">final tests ahead of the RTS Link’s planned launch by the end of 2026.</a>Once operational, the 4-kilometre RTS Link will connect Bukit Chagar Station to Woodlands North Station, completing the journey in just five minutes.

For Malaysians who cross the border regularly, this could mean shorter queues, more predictable travel times, and less stress during peak hours, while also reducing congestion on the Causeway.

Each train is designed to carry over 600 passengers, with a peak capacity of 10,000 commuters per hour per direction. At launch, <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/06/first-rts-link-train-set-delivered-ahead-of-2026-launch" target="_blank">the system will operate eight trains, with departures starting at 6am and the last train leaving at midnight. </a>Trains will run as frequently as every 3.6 minutes during peak times, offering commuters flexibility and convenience.

Transport Minister Anthony Loke said the Cabinet has already agreed in principle to the creation of the board, but a dedicated law is required before it can be fully implemented.He said the Bill is currently being drafted, with preparatory work nearing completion following discussions with various ministries and agencies.
