Low Kueck Shin, president of the Johor Bahru Chinese Chamber of Commerce and Industry, said it was troublesome to introduce new programmes with unclear mechanisms that could confuse the public. According to him, those in south Johor, particularly Johor Bahru, are aware that foreign-registered vehicles are not permitted to pump RON95 petrol, which the government subsidises for Malaysians.

"Foreign-registered vehicles, including Singaporean vehicles, can only purchase unsubsidized petrol, such as RON97." "We believe that establishing an unsubsidized RON95 petrol station is unnecessary." It is preferable for government agencies to increase enforcement in order to catch those who violate the law by purchasing subsidised fuel. "The law has been in effect for many years." "Petrol station attendants, kiosk attendants, and even other consumers are very aware of this," he said during an interview with The Star.

According to BERNAMA, KPDN Minister Datuk Seri Salahuddin Ayub is looking for a suitable location in Johor Bahru for a non-subsidised petrol station to prevent foreigners from filling their vehicles with subsidised RON95 petrol.
He stated that the Johor Bahru district was chosen due to its proximity to the Malaysia-Singapore border and the fact that many vehicles from the republic fill up at the station.

It would be the ministry's third such petrol station, following the previous two in Padang Besar and Wang Kelian, Perlis, as part of a pilot project.
