PTKL 2040: DBKL Eyes Incentives to Boost Transit Living in KL
Kuala Lumpur’s Local Plan 2040 (PTKL 2040) outlines an ambitious goal to shift 70% of the city’s population towards public transport use by 2040.
The plan, developed by Kuala Lumpur City Hall (DBKL), is anchored on sustainability and low-carbon development as it outlines the city’s growth over the next 15 years.
A total of 191 initiatives have been proposed under the “City for All” theme, with a strong focus on efficient mobility and greener urban spaces. Central to this vision is the development of a connected, people-friendly transport network that encourages walking and reduces reliance on private vehicles.
KL Mayor, Maimunah Sharif said DBKL is considering incentives to boost population density near transit hubs like MRT and LRT stations, a strategy commonly used in Japanese cities where integrated living around train stations helps reduce traffic and pollution.
The plan also works in tandem with the city’s rail blueprint, especially the upcoming MRT3 circle line. PTKL aims to ensure most destinations are within a 400-metre walk from public transport, which could significantly reshape daily commuting patterns.
However, experts note that KL’s public transport system still faces key challenges. Transport think tank My Mobility Vision highlights first- and last-mile connectivity as a major weakness, limiting the appeal of public transport for many.
Nationally, usage remains low. Deputy Prime Minister Ahmad Zahid Hamidi recently cited a figure of just 25%, pointing to the need for more reliable systems and sustained public engagement to drive behavioural change.
