Maxim Responds As P-Hailing Group Pressures APAD On Permit Issues

The Malaysian P-Hailing Riders Association (Penghantar Malaysia) has raised eyebrows over APAD’s decision to let e-hailing platforms InDrive and Maxim resume operations, despite past licensing issues.
In a viral Facebook post, the group questioned how some Maxim drivers allegedly operated for up to seven months without valid e-hailing permits (EVPs).
“If their permits have expired and they’re still taking passengers, that’s illegal ride-hailing. But the app still runs. Why is APAD allowing this?” they asked. 
Responding swiftly, Maxim Malaysia denied the claims, calling them “fake news” aimed at damaging their reputation. The company stressed that all active drivers now hold valid EVPs, and new recruits are properly onboarded before hitting the road.
According to the firm they have strengthened their driver registration process, improved regulatory compliance, and partnered with insurers to ensure proper coverage for its drivers. “We’re thankful to operate under APAD’s watch and remain committed to reliable, legal service, ” said Maxim Malaysia Director Mohd Hazwan Musley.

Both Maxim and InDrive were previously ordered to halt services for failing to meet APAD’s 2019 regulations, mainly around EVP compliance. However, after appealing the suspension, they were allowed to resume operations on July 24 under strict conditions.
APAD confirmed it conducted spot checks on July 11 and found that both companies had taken corrective action, particularly by improving their EVP systems.
Despite this, criticism continues. The Northern e-Hailing Drivers Association (NeHDA) also voiced frustration, calling APAD’s leniency a double standard, Scoop has reported.

“We can’t stay silent while foreign companies that broke the rules are let off the hook, while local operators face stricter enforcement,” said NeHDA chairman Zabidi Bahador.
As tensions simmer, all eyes are now on APAD to clear the air and ensure a level playing field for all industry players, foreign or local.
