MLFF Toll System Likely Delayed Until 2027 - Works Ministry

Malaysia’s long-anticipated multi-lane free flow (MLFF) toll collection system is unlikely to be rolled out before 2027, according to Works Ministry Secretary-General Datuk Seri Azman Ibrahim.

Speaking at a Public Accounts Committee (PAC) hearing, Azman said the delay stems from multiple factors including the need for regulatory groundwork, stakeholder engagement, and Cabinet approval before any formal discussions with highway concessionaires can begin.

The MLFF system, first proposed nearly two decades ago, aims to eliminate toll barriers using technologies like RFID and number plate recognition to ease congestion.

However, previous efforts stalled due to legal constraints and industry resistance.

Azman also noted that while a legal framework exists, new supporting regulations are still being drafted to govern MLFF operations. Deputy Director-General of the Malaysian Highway Authority, Mohd Hadzmir Yusoff, clarified that no official government trials have been conducted. All MLFF-related tests so far were carried out independently by concessionaires.

According to The Edge, PLUS Malaysia Bhd and Projek Lintasan Kota Holdings have already begun pilot runs using their own systems, while others like Amanah Lebuhraya Rakyat are reportedly preparing to follow.
