Revised RON95 Subsidy Promises Flexible Distribution, Clearer Appeals

The Malaysian government is putting the finishing touches on its upcoming targeted RON95 fuel subsidy mechanism. Full details of eligibility and implementation will be unveiled at the end of this month.
Finance Minister II Datuk Seri Amir Hamzah Azizan recently confirmed the system will rely on the Central Database Hub (PADU) for verification, while also featuring a flexible distribution method and a transparent appeals process to ensure fairness.

He explained that PADU will serve as a key reference point by cross-checking profiles from multiple government agencies with voluntarily updated public data. This ensures that even those who did not update their records will still have their eligibility considered through existing government datasets.
"The government is finalising measures to ensure the targeted RON95 petrol subsidy is received only by those who are truly eligible. Eligibility verification through PADU is one component, alongside flexible distribution and a clear appeals process," he said.

Amir Hamzah added that the government is also working with petrol station operators to enable MyKad verification at pumps, ensuring subsidies are applied seamlessly when purchasing fuel.
KPDN Deputy Minister Datuk Dr Fuziah Salleh previously confirmed that a digital monitoring system, modelled after the eCOSS MyKad-linked verification, is being tested for RON95 and will soon be applied at petrol stations to block foreign misuse.
Amir Hamzah stressed that the overall plan is being carefully structured to ensure the majority of eligible citizens benefit without disruption, with safeguards in place to prevent leakages of subsidised fuel.
