Budi95 Reaches 13.9 Million Malaysians, Early Fiscal Gains

As of Nov 30, 2025, an estimated 13.9 million Malaysians have been enjoying the RM1.99 per litre RON95 price under the BUDI MADANI RON95 (BUDI95) scheme.
This represents more than 84% of the country’s 16.5 million eligible individuals, Deputy Finance Minister Lim Hui Ying said. Since its rollout, the programme has recorded RM5.16 billion in RON95 sales, amounting to 2.59 billion litres of fuel consumed.

Lim explained that BUDI95 is projected to deliver yearly savings of between RM2.5 billion and RM4 billion. The forecast depends on global crude prices and pre-implementation consumption patterns, with modelling based on oil prices ranging from US$60 to US$80 per barrel.
The removal of subsidies for non-citizens and commercial vehicles also contributes to the expected savings.
She noted that because the targeted subsidy only began on Sept 30, 2025, a full-year assessment will only be possible from 2026 onwards. For now, the focus remains on fine-tuning the system to ensure smooth operation, user accessibility, and reduced subsidy leakages.

According to Lim, the transition to targeted subsidies is already giving the government more fiscal flexibility. The additional room in the budget helps strengthen support for essential public services, including education, healthcare, and public transport improvements.
She added that this approach ultimately allows the government to channel more resources toward welfare measures, cost-of-living assistance, and long-term infrastructure development that benefits the wider population.
