New Juru-Sungai Dua Highway Project - Q4 2025 Start, 2030 Completion

The Juru-Sungai Dua Elevated Highway construction is set to begin in the final quarter (Q4) of this year (2025), and is expected to be fully completed by 2030.
Once complete this highway aims to address the heavy traffic congestion issue between the Juru and Sungai Dua toll plazas - key areas targeted are Penang Bridge, Prai, Permatang Pauh and Sungai Dua.
The highways which would span 17.4 KM long, with 9 KM of elevated roadway will be developed in eight phases. To improve traffic flow, it will feature intersections without traffic lights and two elevated U-turns.
Several major interchanges, including the Juru Utara (Autocity) interchange, the Penang Bridge interchange and a new flyover at Jalan Tun Hussein Onn, will also be upgraded as part of the project.
State Infrastructure Committee chairman Zairil Khir Johari confirmed that the project has been carefully planned together with the Works Ministry, the Malaysian Highway Authority and PLUS.
Construction is scheduled to officially start in late 2025 and will take approximately three years to complete. While the final cost is still being determined, it is expected to be lower than the RM3 billion originally estimated.
The project was initially estimated to cost only RM1.8 billion when first announced by Deputy Works Minister, Datuk Seri Ahmad Maslan.
The new highway will implement a system similar to the one in Ipoh, where local traffic is separated from through traffic to reduce congestion. A Traffic Management Plan will also be put in place to minimize disruptions during construction.
This project is a part of broader infrastructure upgrades for Penang, which also include the Penang Light Rail Transit (LRT), the expansion of Penang International Airport and the development of Batu Kawan Industrial Park 3.
