Over 200,000 Vehicles Need Speed Limiters, But Malaysia Has Just 33 Approved Suppliers
More than 200,000 commercial vehicles manufactured before 2015 in Malaysia need speed limiter retrofits, yet only 33 JPJ-approved companies are available nationwide to provide the service.
Transport Minister Anthony Loke revealed the bottleneck in Parliament on 27 October, alongside another worrying figure: just 17% of the affected pre-2015 vehicles have recorded compliance.
- 33 APPROVED COMPANIES: Nationwide for SLD retrofits.
- 17% COMPLIANCE: Among 202,861 commercial vehicles manufactured before 2015.
- ENFORCEMENT: Full retrofit rollout deferred, not cancelled.
Just 17% Of Pre-2015 Commercial Vehicles Have Complied
According to Bernama, only 34,514 out of 202,861 commercial vehicles manufactured before 2015 had recorded compliant Speed Limitation Device (SLD) installations as of 26 October 2026.
That's just 17% compliance, leaving approximately 168,347 pre-2015 vehicles without recorded compliance.
The figure is higher for commercial vehicles manufactured in 2015 or later. Of the 207,083 vehicles in this group, 106,651 had verified SLD systems, representing 51.5% compliance.
Why Is Retrofitting Such A Challenge?
The shortage of approved companies is only part of the problem. Loke said some pre-2015 vehicles may not support aftermarket SLD systems, while certain manufacturers cannot provide the technical assistance needed for installation.
These concerns aren't new. The Johor Trucking Association had already raised issues involving installation costs, supplier availability and older lorries in August 2025.
The Transport Ministry is encouraging more companies to obtain JPJ approval to expand the retrofit network.
Is Speed Limiter Enforcement Still Going Ahead?

Full retrofit enforcement was postponed on 30 June 2026, ahead of its planned 1 July start. However, the SLD requirement itself remains in place.
For now, authorities are prioritising commercial vehicles manufactured in 2015 or later, which generally have speed-limiting systems provided under the Vehicle Type Approval (VTA) process. These may require activation and verification rather than a new retrofit.
The ministry is preparing the necessary legal and implementation arrangements before announcing a revised compliance strategy and timeline.
What Should Commercial Vehicle Operators Do?
The SLD requirement applies to designated commercial vehicles, including relevant lorries and buses, with speed limiters intended to cap speeds at 90 km/h.
Operators should check their vehicle category, manufacturing year and applicable requirements through JPJ's official SLD guidelines.
For the authorities, the challenge now goes beyond setting another deadline. Unless operators can access suitable equipment, technical support and approved retrofit providers, getting the remaining vehicles compliant could prove just as difficult as enforcing the rule itself.
Speed Limiter Requirements: Frequently Asked Questions
Which commercial vehicles need speed limiters in Malaysia?
Malaysia's SLD requirement applies to specified commercial vehicle categories, including relevant heavy goods vehicles and buses. Vehicles manufactured before 2015 may require retrofits, while those manufactured in 2015 or later may have existing systems requiring activation or verification. Operators should consult JPJ's official guidelines for their specific vehicle category.
Has Malaysia cancelled speed limiter enforcement?
No. Full enforcement of the retrofit requirement was deferred in June 2026, but the SLD requirement remains in place. Authorities are prioritising newer commercial vehicles while preparing revised implementation arrangements.
Where can operators find JPJ-approved speed limiter retrofit providers?
Operators should consult JPJ's official information portal for current SLD guidance, supplier information and applicable verification requirements.
