According to JPJ, nearly 4.9 million summonses worth RM1.42 billion remain unpaid, despite the massive incentive offered from Nov 1 to Dec 30, 2025. <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/12/can-instalment-based-payment-scheme-help-solve-unpaid-summonses" target="_blank" style="font-family: Arial, sans-serif; font-size: 12pt; white-space-collapse: preserve;">The discount had been introduced as a final push before the new unified traffic summons system rolls out in Jan 2026.</a> <img src="https://static-content-live.caricarz.com/media_library/post/21030/16625778/607585578_1305130524993642_4805648310595334303_n-(1).jpg" style="width: 100%;" data-media-id="16625778" alt="607585578_1305130524993642_4805648310595334303_n-(1).jpg"> 

During the campaign, JPJ collected RM93.51 million, clearing over 700,000 summonses, with the Automated Awareness Safety System (AwAS) offences accounting for more than half of the payments. But with the clock now stopped, those who missed the deadline are facing a tough new reality.From Jan next year, a tiered payment system comes into play. Pay within 15 days and you still get 50% off, 16-30 days gives 33%, after 31 days it’s full price, and after 61 days, you’ll be blacklisted and facing court actions.

For persistent offenders, the new system also means mandatory court appearances, and ignoring a court date could lead to a warrant of arrest. The revamped KEJARA demerit system will now add points automatically after a summons expires, which could lead to warnings, license suspension, or even revocation for repeat offenders.

He further added that such a method can convert an unaffordable large sum or amount into a manageable and consistent outlay too.“This approach says: we understand your financial constraints and will help you pay, but the commitment remains non-negotiable,” continued Dr Law further. He also noted that such a system must be paired with firm enforcement, which may include automatic penalties such as road tax or licence renewal freeze for defaulters.With unpaid summonses and fines, Dr Law further argues that the issue lies in enforcement. “If actual punishment is absent, no rational person, regardless of income level, would feel compelled to pay. <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/12/malaysiasingapore-ink-additional-agreement-for-rts-link" target="_blank" style="">The Johor-Singapore RTS Link </a>recorded a major milestone on Dec 26 when its first train successfully completed a dynamic test run on the mainline.
According to RTS Operations (RTSO),<a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/11/rts-link-first-train-arrives-in-johor-testing-kicks-off-at-wadi-hana-depot" target="_blank" style="font-family: Arial, sans-serif; font-size: 12pt; white-space-collapse: preserve;"> the test train started from the Wadi Hana Depot in Johor Bahru, passed Bukit Chagar Station, travelled along the elevated tracks</a>, reached the Malaysia-Singapore border, and then made its way back safely. "It was the first time a train covered the full route", the firm said.This wasn’t a high-speed run yet. It’s the beginning of a long testing phase. For now, trains will move at low speeds, with speeds slowly increased over time once safety checks are cleared. <span style="font-size:12pt;font-family:Arial,sans-serif;color:#000000;background-color:transparent;font-weight:400;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;white-space:pre;white-space:pre-wrap;">

Engineers from both countries were on site to witness the run, including teams from RTS Operations, MRT Corp, Singapore’s LTA, and several project partners. "Before the train ever touched the mainline, the team had already completed key checks, such as making sure the tracks were clear, onboard systems were working properly, and power supply was ready," RTSO stated.

Once operational, <a rel="nofollow noopener noreferrer" href="https://www.carz.com.my/2025/11/johor-regent-flags-traffic-concerns-ahead-of-rts-link-launch" target="_blank" style="font-family: Arial, sans-serif; font-size: 12pt; white-space-collapse: preserve;">the RTS Link will connect Bukit Chagar in Johor Bahru directly to Woodlands North in Singapore.</a> The journey is expected to take around five minutes, which should help reduce daily congestion at the Causeway by moving more commuters from cars and buses to rail.The project, which was revived in 2020 after earlier delays, is currently expected to start by Dec 2026. Each train can carry over 600 passengers, with the system designed to handle up to 10,000 passengers per hour per direction during peak times.

The RTS Link completes its first train test run from Wadi Hana Depot through Bukit Chagar to the Malaysia-Singapore border.
