Loke : MAVCOM & CAAM Merger Bill To Be Tabled In Parliament Early Next Year

The Ministry of Transport (MOT) is currently in the process of preparing a bill that will be presented during the first parliamentary session next year. This bill pertains to the proposed merger between two significant entities within the Malaysian aviation sector: the Malaysian Aviation Commission (Mavcom) and the Civil Aviation Authority of Malaysia (CAAM). The objective is to consolidate these two regulatory bodies into a singular entity, streamlining the oversight of both technical and economic regulations.

Minister Anthony Loke has articulated that the MOT is diligently working on all the necessary arrangements to facilitate this merger. The comprehensive approach includes revising the existing legislation governing both Mavcom and CAAM.

The first crucial step is to repeal the Malaysian Aviation Commission Act of 2015 and subsequently amend the Civil Aviation Authority of Malaysia Act of 2017. This legislative action is essential to combine and realign the respective powers vested in these entities into the newly-formed CAAM.

It's important to emphasise that this is not a swift process; it involves not only the legal amendments but also the practical integration of operations. Loke has expressed optimism that these extensive endeavours will be completed by the following year, underscoring the complexity and time required to bring about this substantial change in the regulatory landscape.

With regards to the MyAirline issue when questioned by Bernama, Loke pushed the responsibility to Mavcom as they must be held accountable for issuing MyAirline the licence to operate.
