Transport Minister Anthony Loke has announced that the Land Public Transport Agency (APAD) has instructed Russian eHailing services InDrive and Maxim to cease operations in Malaysia from July 24, 2025.

“Effective July 24, inDrive and Maxim must stop operating in this country

“These two e-hailing companies may file an appeal, but the decision on the appeal can only be made by me as the transport minister,” he said. inDrive-e1719830046271-full_normal.jpg

According to APAD, the decision to suspend both platforms came after they were discovered to have breached their license restrictions under the Land Public Transport Act 2010 (Act 715), which requires all eHailing cars to carry a valid eHailing Vehicle Permit (EVP).

Earlier, the Malaysian P-Hailing Riders Association reportedly urged the government to enforce regulations against Maxim and Indriver for their continued operation despite violating existing rules.
The association claims that these eHailing platforms have failed to ensure their drivers hold valid Public Service Vehicle (PSV) licenses. maxim-e-hailing-e1678933945394-(1).jpg

In September 2022, a road transport department raid on inDrive's Malaysian headquarters revealed the company was operating with an expired license. Similarly, in 2023, Apad officers raided Maxim for allowing vehicles to operate without valid permits.
