Nanta: Barrier-Free ANPR Toll System Still at RFP Stage

Despite Touch ‘n Go’s (TnG) recent showcase of its Titan Flow multi-lane fast flow (MLFF) platform at the MyARTTE 2025, the open payment toll collection system using Automatic Number Plate Recognition (ANPR) technology is still at the request-for-proposal (RFP) stage.

Works Minister Datuk Seri Alexander Nanta Linggi said the Works Ministry is now calling for submissions from interested parties to develop the barrier-free toll collection system — a key component in Malaysia’s move toward a fully operational MLFF network.

“We’re applying a business-to-business model and remain open to proposals from interested players,” he said. “The implementation is expected to be finalised next year, as we don’t want to rush this process. Every detail must be studied carefully, given its major implications for multiple stakeholders.”

Nanta explained that the proposed ANPR-based toll system will rely on camera technology to identify vehicle registration numbers, enabling cashless toll payments without the need for physical barriers.

The system will also feature e-invoice displays, transaction verification, and integration with various mobility services through a unified digital platform.

Motorists would only need to register once using their personal identification, vehicle details, and preferred payment method to access the system.

He added that the ministry had conducted extensive research into how intelligent transport systems (ITS) are implemented in several developed countries. “I’ve just returned from South Korea with representatives from the Public Works Department to observe their ITS setup. We’ve also made similar study visits to other countries to learn from their experiences,” he said.
