Starting Nov 15, foreign vehicle owners and drivers, particularly those from Singapore, will not be allowed to leave Malaysia if they have not registered or activated their Vehicle Entry Permit (VEP) and settled all outstanding fines.

Road Transport Department (JPJ) director-general Datuk Aedy Fadly Ramli said the move marks the beginning of full enforcement for the VEP system. It applies to both private and company-owned vehicles that have no valid permit, have expired VEPs, or remain in pre-registration status.

He explained that vehicle owners must pay their fines and complete VEP registration before they are allowed to exit Malaysia. The enforcement aims to ensure smoother traffic flow and avoid complications at the Malaysia-Singapore border.

Fines can be paid at JPJ offices, mobile JPJ counters, the VEP registration centre in Danga Bay, or online through myEG.

Aedy Fadly said that previously, JPJ only issued summonses and warning notices to foreign vehicle owners. However, the time has now come for full enforcement.

He added that what began as operations in Johor has now been expanded nationwide. Any Singapore-registered vehicle found without a valid VEP anywhere in Malaysia will be subject to action.

Since VEP enforcement began on July 1, JPJ has fitted 303,183 RFID tags on private vehicles and 31,643 on company-owned units. During this period, 55,486 vehicles were inspected and 4,028 fines were issued to owners without a VEP, amounting to RM1.2 million.
