RM129 Million MIROS Complex Set for 2029 Completion

Deputy Works Minister Datuk Seri Dr Ahmad Maslan said the RM129.4 million project to build the Malaysian Institute of Road Safety Research (MIROS) Testing Laboratory and Complex Building must be delivered on schedule or ahead of time.

The project, according to Bernama commenced on Jan 7 and is slated for completion on June 5, 2029 after a 178-week construction period, must be implemented without compromising quality standards, in line with the Ministry of Works’ Zero Sick Projects and Early Completion (AOT) policy.

He said the emphasis reflects the ministry’s broader focus on disciplined project execution, where adherence to timelines, cost control and quality assurance go hand in hand to deliver tangible public value.

Speaking after the handover of the letter of acceptance to MTD Construction Sdn Bhd last week, Ahmad said sound project and financial management remain the most critical factors in preventing delays.

“When these aspects are properly managed, projects will not fall behind schedule or be classified as sick projects. The ministry’s goal is to eliminate such outcomes entirely,” he said.

He added that contractors awarded government projects are expected to uphold construction quality, comply with technical specifications, manage costs responsibly and maintain safety standards throughout the project lifecycle.

Ahmad Maslan also cautioned that past delays in public infrastructure projects have largely been traced to weaknesses in management practices, and urged those involved in the MIROS development to remain focused on execution discipline.

The project includes the construction of testing laboratories, administrative offices, support blocks and related facilities to support road safety research and evaluation.

Once completed, the new complex is expected to reinforce MIROS’ position as a key national and regional reference centre for road safety research, while improving the institute’s capacity to conduct research and training in a more efficient, structured and impactful manner.
