New ECRL Train & Logo Launched - Malaysia-China 50:50 Partnership

Malaysia Rail Link Sdn Bhd (MRL) and China Communications Construction Sdn Bhd (CCCECRL) have signed a 50:50 partnership joint venture agreement for the operation and maintenance of the East Coast Rail Link (ECRL).

Transport Minister Anthony Loke announced this during the joint venture signing ceremony attended by MRL CEO Datuk Seri Darwis Abdul Razak and CCCECRL Managing Director Kong Qi. The event also launched the design of the Electric Multiple Unit (EMU) trains and the new ECRL logo.

He further noted that both parties would share risks equally in this RM50.27 billion project if the company incurs operational losses indicating China’s involvement extends beyond construction to assuming operational risks.

Loke also stated that the operation’s goal is to be sustainable and competitive. Profitability in the rail sector is challenging, but China will cover 50% of it. However should it be profitable, Malaysia receiving 80% and China 20%.

The 665-kilometer ECRL project from Selangor to Kelantan going through Pahang and Terengganu is now 76.06% complete. The first phase from Kota Bahru to the Gombak Integrated Terminal is expected to be completed by December 2026, with the second phase to Port Klang scheduled for December 2027. The ECRL will begin operations in January 2027.

The first of 11 six-car EMU train sets, manufactured by CRRC Dalian, will arrive in Malaysia by 2025 end. Each train can carry up to 430 passengers and includes facilities for wheelchair users and individuals needing special assistance.

Additionally, 12 Electric Locomotives (E-Locos) from CRRC Dalian will be allocated for cargo transportation, with the first set expected by late 2025.

MRL will fully own the ECRL assets during the operational phase on behalf of the Malaysian government, ensuring national interests are safeguarded. Loke also addressed recent flooding near ECRL construction sites, assuring that contractors would assist affected residents and provide compensation where needed.
