MOF: SKDS 2.0 Refund Applications Opens Online July 1 Onwards

The Ministry of Finance (MOF) has announced that starting July 1, the government will begin accepting refund applications from recipients of the Subsidised Diesel Control System (SKDS) 2.0.

This refund facility is available exclusively to owners of eligible logistics vehicles who have received approval for their SKDS 2.0 applications but have not yet obtained their fleet cards.

Eligible applicants can apply for and receive the difference in fuel price paid refund through the BUDI MADANI portal at https://budimadani.gov.my subject to the maximum subsidised litres specified for their respective industries.

T&C for the Interim Refund Mechanism:

  1. Approval Requirement: Owners of eligible logistics vehicles must have their SKDS 2.0 application approved by the Ministry of Domestic Trade and Cost of Living (KPDN) by June 30, 2024, and must not have received their fleet cards.
  2. Fleet Card Application: Applications for fleet cards must be submitted to participating fuel station operating companies by July 15, 2024.
  3. Claim Submission: Claim submissions will be accepted from July 1, 2024, onwards.
  4. Refund Limit: The refund covers diesel fuel consumed per claim submission, with each submission covering one month's expenses.
  5. Receipt Retention: Diesel purchase receipts must be retained for audit purposes.
  6. Reimbursement Period: The Ministry of Finance will reimburse successful claims within 15 working days.
  7. Coverage Period: This interim refund mechanism covers additional expenditures from June 10, 2024, until the fleet card is received or for a maximum of two months, whichever is earlier.

MOF further reiterated the government's commitment to ensuring that eligible individuals can access the benefits of the assistance and that the implementation of the targeted diesel subsidy. Additionally, the government is prepared to make necessary adjustments and improvements to facilitate the nation's transition to the targeted subsidy initiative.

The government encourages owners of the 23 types of eligible commercial logistics vehicles to apply for SKDS 2.0 promptly to prevent the escalation of transport costs.
