Maxim Malaysia Files Final Appeal To APAD

The Russian e-hailing service, Maxim, facing an order to cease operations on July 24th, has formally appealed to the Land Public Transport Agency (APAD) to continue operating in the country.
Maxim Malaysia Director Mohd Hazwan Musley says that he has clarified to APAD, specifically addressing claims about their drivers lacking valid e-hailing vehicle permits (EVPs).
“Faced with some controversy, the company has appealed to APAD with all the necessary amendments and has complied with all the required matters.
“The company intends to continue operating in the market.
“Maxim emphasises that only legitimate drivers can become company partners and accept bookings,” he said at a press conference yesterday.

The firm’s Head of Legal and Compliance, Mushfique Ahmed Chowdury, confirmed the conclusion of a meeting with APAD, stating that all necessary documents, clarifications, and revisions were submitted successfully to comply with regulations.
“These amendments specifically address compliance with the requirements for EVPs, which are mandatory for drivers operating legally under the current framework, " he says, adding that this marked the third meeting between Maxim and the agency prior to the ministry's final decision.

The Land Public Transport Agency (APAD) recently ordered Russian-based e-hailing services Maxim and InDrive to immediately cease operations.
Transport Minister Anthony Loke confirmed that these companies were required to halt their services effective July 24, 2025, following recent correspondence from APAD.
