VEP Enforcement Starts July 1 – Compound up to RM300

Starting tomorrow (July 1, 2025), Singaporean vehicles entering Malaysia without a valid Vehicle Entry Permit (VEP) will face a RM300 compound on the spot. The enforcement will apply at both land border crossings, Johor Causeway and the Second Link.
This marks the full implementation of the VEP system under Section 66H(7) of the Road Transport Act 1987. It is an offence for any foreign-registered vehicle to enter or remain in Malaysia without a valid permit.
Transport Minister (MOT) Anthony Loke said the VEP is essential not only for managing cross-border traffic but also for better enforcement of traffic laws involving foreign vehicles.

Vehicles without a valid VEP may also be stopped from exiting Malaysia until the fine is paid and the VEP is properly activated.
All foreign vehicles entering from Singapore must register through the official portal, pay RM10 for an RFID-based VEP tag valid for five years, and a RM20 road charge for each entry.
The RFID tag issued is vehicle-specific, carries a unique code and cannot be transferred between vehicles.

Private vehicle owners who have only completed pre-registration but failed to activate their VEP will receive a summons. Their vehicles will also be barred from leaving Malaysia until the compound is settled.
For company vehicles, a notice will be given if they are only pre-registered. If not registered at all, a compound will be issued.
Since Oct 1, 2024, the Transport Ministry has taken an educational approach, issuing reminders to unregistered Singaporean vehicle owners.
As of June 2, over 231,000 VEP tags had been issued. However, only about 195,000 had been activated.
