PAC to KKR: Avoid Costly Missteps in Delayed MLFF Rollout

The Public Accounts Committee (PAC) has urged the Ministry of Works (KKR) to ensure that Malaysia’s future Multi-Lane Fast Flow (MLFF) toll system will not create any financial burden for the government or consumers.

PAC Chair, Datuk Mas Ermieyati Samsudin said this caution comes after past projects, initially claimed to be cost-free, had ended up requiring public funds. She said any final decision on MLFF must be carefully weighed to avoid repeating those mistakes.

She also stressed that the system, if implemented, must offer real benefits by improving traffic flow and easing congestion on highways.

The PAC has requested KKR to submit a written update on the latest developments and direction of the project. In the meantime, it urged authorities to improve the efficiency of the current toll collection system as an immediate step to tackle congestion.

This follow-up comes after the Works Ministry revealed that the MLFF rollout is unlikely before 2027. Secretary-General Datuk Seri Azman Ibrahim cited delays due to the need for legal groundwork, stakeholder engagement and Cabinet approval before formal talks with concessionaires can begin.

Although the system was first proposed nearly 20 years ago, it has faced repeated setbacks, mainly legal challenges and industry resistance. While a basic legal framework is in place, new supporting regulations are still being drafted.

So far, no government trials have been carried out. All testing has been done by individual highway operators. Some, like PLUS and Projek Lintasan Kota Holdings, have already started pilot runs. Others are still in the preparation phase.
