Loke: Pay Early, Pay Less - No More Special Summons Discounts

Starting Jan 1, 2026, the government will replace special summons discount programmes with a new principle known as “The Less You Delay, The Less You Pay.”

Transport Minister Anthony Loke said the move aims to promote fairness and encourage motorists to settle their summonses promptly. He explained that discounts based on programmes are unfair to those who pay early, and the new approach rewards those who act responsibly.

Under the new system, compound rates will be lower when payment is made earlier. Summonses settled within 15 days will enjoy a 50% reduction, while payments made between 16 and 30 days will receive a 33% reduction. Those who settle between 31 and 60 days will have to pay the full rate, and any unpaid summons after 60 days will face court action or blacklisting.

These incentive rates apply only to compoundable offences. Offences such as driving without insurance, without a valid road tax (LKM), or displaying a fake LKM are not eligible.

Loke said that during the transition period, the public can settle existing JPJ and PDRM compoundable summonses at reduced rates of between 50% and 70% from Nov 1 to Dec 30, 2025. After that, the new principle will be fully enforced, and no reductions will be offered for payments made after 60 days.

Payments can be made through the MySIKAP portal, MyJPJ app, MyBayar PDRM app, or at JPJ and PDRM counters and kiosks nationwide.

Loke added that the Cabinet had decided on Oct 17 to standardise compound rates and enforcement methods between the Road Transport Department (JPJ) and the Royal Malaysia Police (PDRM) to ensure uniformity in road law enforcement.

He urged all motorists to settle outstanding summonses before Dec 30, 2025, and to join efforts in building a culture of responsible, disciplined, and safe driving.
