E-Hailing Drivers Must Hit 2,000KM To Unlock BUDI95 Extra Quota

E-hailing drivers who don’t clock at least 2,000km a month will no longer qualify for extra fuel quota under the BUDI MADANI RON95 (BUDI95) programme in the following month.

Finance Minister II Datuk Seri Amir Hamzah Azizan said eligibility will now be based strictly on actual trip data recorded in e-hailing operator (EHO) systems. 

Under the current structure, drivers who travel below 2,000km will continue to receive the basic 300 litres per month. Those covering between 2,000km and 5,000km will qualify for an additional 300 litres, bringing their total to 600 litres.

Drivers who log 5,000km or more in a month will be eligible for an extra 500 litres, raising their total monthly quota to 800 litres.

Amir Hamzah said the approach is meant to close loopholes and ensure subsidies go only to drivers who genuinely depend on e-hailing as their main source of income. 

"Enforcement action could be taken against drivers or EHOs found submitting false, suspicious or inconsistent travel records

The government will continue to monitor usage patterns and fine-tune the system if needed to keep BUDI95 effective, targeted and sustainable over the long term," he noted.

As of Dec, more than 106,000 out of 164,000 registered e-hailing drivers or about 65% are already eligible for at least 600 to 800 litres under the programme. 

Monthly travel distances are calculated by consolidating data from all EHOs, with verification handled by APAD and LPKP in Sabah and Sarawak.

Only drivers holding a valid PSV licence and e-hailing permit are considered. EHOs are also required to submit accurate and complete monthly travel data at the start of each month to prevent subsidy leakage to inactive or illegal drivers.
