Malaysia To Carry Out End-Of-Life Vehicle Management Policy By 2025

According to Science, Technology, and Innovation Minister Datuk Seri Dr. Adham Baba, Malaysia is looking into the best way to implement the end-of-life vehicle (ELV) management strategy by 2025.

To ensure that the parts and salvageable materials of old vehicles may be used and not just thrown away, he said it is crucial to design the policy.

“The excess of dilapidated vehicles, which also have resulted in dengue outbreaks, occur because there is yet a policy that decides on the proper action that needs to be taken, with emphasis on the method of a proper disposal,” Adham said on Friday (Aug 12) during the signing of a memorandum of understanding (MOU) between Universiti Teknologi Malaysia, representing the ELV Research Consortium, and the Malaysia Automotive Recyclers Association (MAARA).

He added that 70% of deconstructed goods from ELVs can be exported to other countries, with the potential to reach RM10 billion for the connected sectors. Malaysia is considering Singapore and Japan, two nations with expertise in ELV recycling, in the process of designing the framework.

According to information from the Ministry of Transport, as of May there were 33 million registered vehicles in Malaysia, 19 million of which were at least ten years old.

According to the MOU, Adham said the consortium consists of three universities, UTM, Universiti Kebangsaan Malaysia, and Universiti Teknikal Malaysia Melaka. These universities would collaborate with industry participants, like MAARA, to find a recycling or upcycling solution to the ELV problem.

A remanufacturing and recycling plan will be developed as part of the MOU to support the National Automotive Policy 2020. The MOU also aims to enhance cooperation between industrial and consortium members through research and training programmes.

In response to a question about electric cars (EVs), Adham stated that Malaysia plans to build 10,000 charging stations by 2025, up from the present 700.

The development of EV batteries would also need to be synchronised with EV use in order to create jobs for Malaysia's 40% lowest income group, he continued.
