He believes that the plan is practical and appropriate for reducing massive traffic jams.
Lee suggested that the authorities install clear indicators of the contra-flow lanes and place enforcement officers to monitor the smooth implementation.
He stated that with enforcement officers on the scene, errant road users can be prosecuted.
While the morning period of 6am-9am for contra-flow lanes was appropriate, Lee hoped that the evening period of 5pm-7pm would be extended to 8pm.
"The time between 5 and 7 p.m. is too short for those returning home from work."
"Nowadays, we can still see heavy traffic even at 8 p.m.," he said, "so the hours should be extended to at least 8 p.m."
Three contra-flow traffic lanes will be activated on Kuala Lumpur roads beginning July 3 to alleviate peak-hour traffic congestion.
The contra-flow lanes would be built from the Sungai Besi toll plaza to the Besraya Interchange, from Jalan Maharajalela to Taman Connaught, and from Ampang Point to Jalan Tun Razak, according to Transport Minister Anthony Loke.
"The routes from Sungai Besi toll plaza to Besraya Interchange (2.4km) and along Jalan Maharajalela to Taman Connaught (4km) will be opened to public vehicles, except motorbikes," he said.
A contra-flow lane will also be built from Ampang Point to Jalan Tun Razak, he said.
"However, this 3km route will only be accessible by public transport buses." Private vehicles using this route may face enforcement," he said.
Loke stated that the contra-flow lanes will be activated from 6 a.m. to 9 a.m. and from 5 p.m. to 7 p.m. on July 3 to give stakeholders enough time to prepare.
"The Malaysian Institute of Road Safety Research (Miros) will develop guidelines to ensure that these measures are carried out efficiently."
