MOT: Disabled Are Not Prohibited From Driving & Applying For A PSV Licence.

Deputy Transport Minister Datuk Hasbi Habibollah during the Dewan Rakyat session, affirming that individuals with hearing and speech disabilities can possess a Class D/DA Malaysian Driving License (LLM), and apply for a Vocational Public Service Vehicle (PSV) E-Hailing License. They only need to have a health verification from a registered medical practitioner ready during application.
This was in response to a query from YB Wong Chen (PH-Subang) on the guidelines enabling disabled drivers with A/A1 licences to work as e-hailing drivers.
Hasbi further clarified those with a Class D/DA licence can apply for a PSV licence. However, the policy does not extend to those holding A/A1 licences as stipulated under Section 30 of the Road Transport Act 1987, which mandates that applicants need to declare any illness or physical disability that could pose a danger while driving.

Echoing this sentiment, Minister of Transport Anthony Loke highlighted the government's supportive stance towards disabled drivers.
"We recognise the valuable contributions disabled individuals can make to the community through e-hailing services. Our policy is 'pro-disabled drivers,' and we strive to ensure they have opportunities, provided they meet the necessary health and safety criteria," Loke said.
He further noted that although under the current policy permit, A/A1 licence holders are not allowed to apply for a Vocational License, but the ministry remain committed to inclusivity. If the disabled drivers can demonstrate their physical capability to drive safely, we will consider exemptions.
The government remains open to enhancing these guidelines, aiming to balance inclusivity with safety on the roads.
