41,000 Summonses Involving Foreign Cars Remain Unpaid - JSPT Director
Between 2022 and November 2024, a total of 49,598 traffic summonses were issued to foreign-registered vehicles, according to Datuk Mohd Yusri Hassan, director of the traffic enforcement and investigation department (JSPT). Of these, 41,005 summonses, which amount to millions of ringgit, remain unpaid.
Singaporean vehicles received the highest number of summonses, with 33,033 issued and 28,642 unpaid. This was followed by Thailand (7,725 issued, 6,589 unpaid), Brunei (5,917 issued, 3,721 unpaid), Indonesia (772 issued, 585 unpaid), and other countries (2,151 issued, 1,468 unpaid).
In 2024, only 8,593 foreign vehicle summonses were successfully resolved, Mohd Yusri says in a NST report.
The JSPT director added that the most frequent traffic violation committed by foreign vehicles was speeding, resulting in a staggering 33,226 summonses issued. Other notable offenses included queue-jumping, which led to 2,022 summonses; traffic obstruction, resulting in 3,514 summonses; and disregarding traffic signals, which accounted for 4,576 summonses. Additionally, 8,370 summonses were issued for failing to obey traffic signals.
According to Mohd Yusri, 14 Operasi Saman Tertunggak Warganegara Asing were conducted between 2014 and 2024 in states bordering Singapore, Brunei, Thailand, and Indonesia. These operations targeted outstanding traffic summonses incurred by foreigners.
"Of these, six operations were conducted in Johor, four in Perlis, Kedah, and Perak; two in Kelantan, and one each in Sarawak and Sabah,” he says.
All operations were carried out in accordance with the Road Transport Act, the Police Act, the Criminal Procedure Code, and the Traffic Enforcement and Investigation Department director's directions.
He stated that each roadblock location was outfitted with a summons payment counter, allowing motorists to simply pay their outstanding summonses.
In 2021, the Traffic Enforcement and Investigation Department created the MyBayar PDRM portal and application, which is available 24 hours a day. It is available to both Malaysians and foreigners, removing any justification for failing to pay outstanding summonses.
