BUDI95: RON95 Ban on Foreign Cars Still On, RM1.99 for Malaysians

The Ministry of Finance (MoF) has confirmed that the long-standing ban on the use of RON95 petrol by foreign-registered vehicles remains in force under the government’s new targeted fuel subsidy scheme, BUDI95.

Bernama reported that foreign-registered vehicles are only allowed to purchase RON97 petrol, which is priced according to weekly market rates. 

This means drivers of foreign cars, including Singapore-registered vehicles, cannot benefit from subsidised RON95 petrol, even if they hold Malaysian driving licences and MyKad.

Under the new scheme, non-citizens who own Malaysian-registered vehicles such as expatriates, overseas envoys and large corporations will only be eligible to buy unsubsidised RON95 at an expected price of RM2.60 per litre.

Meanwhile, Malaysian citizens with valid driving licences and Malaysian-registered vehicles can purchase RON95 petrol at the subsidised price of RM1.99 per litre starting Sept 30.

Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim said the subsidy is capped at 300 litres per person monthly. However, ride-hailing drivers are exempt from this limit and may apply for higher quotas.
