Govt Approves National e-Mobility Service Platform, Blockchain-Based EV Charging Network

Prime Minister Datuk Seri Anwar Ibrahim today confirmed that the government has approved the creation of a National e-Mobility Service Platform (EMSP) — a unified digital system to integrate and coordinate all EV charging operations across Malaysia. 

The decision, made during the National Energy Council (MTN) Meeting No. 2/2025, marks a major policy step in advancing Malaysia’s EV infrastructure and digital energy transition under the 13th Malaysia Plan.

First proposed in March by PLANMalaysia with support from MGTC and the Malaysia Digital Department, the EMSP aims to streamline access by allowing users to locate, activate and pay for charging sessions through a single platform, eliminating the need for multiple CPO apps and ensuring interoperability.

Malaysia currently has 4,161 public charging bays, still short of the 10,000-point target by end-2025. The platform based on details back in 2024, is developed under MARii’s leadership, with ACO Tech handling app design and Geno Group providing blockchain integration

It will incorporate smart contracts, digital traceability, tokenomics, and privacy protection to enhance data security, transparency, and interoperability, while enabling peer-to-peer energy sharing, tamper-proof records, and data monetisation to strengthen Malaysia’s connected EV ecosystem.

According to the parties, the initiative will ensure data privacy and ownership, enable data-driven monetisation, and deliver long-term value to strategic investors. Serving as the foundation of the government’s Connected Mobility Vision, the EMSP will help accelerate EV infrastructure growth nationwide and support Malaysia’s transition toward smart mobility.

MARii CEO Azrul Reza Aziz said the collaboration marks an important step in shaping Malaysia’s EV ecosystem: “By exploring blockchain solutions, we are not only addressing current challenges in the EV sector but also laying the groundwork for a secure and scalable infrastructure aligned with the National Automotive Policy 2020 (NAP2020).

The partnership aligns with the New Industrial Master Plan (NIMP) 2030 and National Energy Transition Roadmap (NETR), which target 20% of vehicles to be electrified by 2030, 50% by 2040, and 80% by 2050

Still, questions remain on whether CPO participation will be free or fee-based — a factor that could affect future charging costs. For now, EV users simply want affordable, accessible, and hassle-free charging without extra layers of complexity.
