Automatic Speed Limit Device Compliance Now at 48.37% – Loke

The compliance rate for the use of automatic speed limit devices has risen to 48.37%, says Transport Minister Anthony Loke.

The compliance rate for the use of the automatic speed limit devices (SLDs) for commercial vehicles has risen to 48.37% as of Dec 1, 2025, says Transport Minister (MoT) Anthony Loke. As reported by Bernama, the SLD compliance rate has increased significantly compared to just 2.68% when the enforcement began on Oct 1 this year.

Loke attributed this increase in compliance rate to the strict enforcement taken by the Road Transport Department (JPJ) in the first phase, which covered commercial vehicles like express buses, tour buses, and heavy goods vehicles (HGVs) weighing more than 3,500 kg.

“The Ministry of Transport will continue to enforce the use of SLDs strictly in order to achieve better compliance. Installation and verification of these devices must be carried out by authorised certifiers recognised by JPJ,” Loke said.

The transport ministry also said that as of Nov 15 this year, a total of 307 certifiers had been registered to JPJ nationwide to carry out the installation and verification of SLDs.

Loke was responding to a question from Tebrau MP Jimmy Puah Wee Tse regarding the enforcement of the SLD from Oct 2025, including the procedures for inspection and compliance, at the Dewan Rakyat parliament sitting yesterday.

He further added that vehicle owners are required to submit SLD verification slips and functional reports at the Vehicle Inspection Centres, as well as keep these documents in their vehicles for roadside inspections.

For those who aren’t familiar with SLD, this device is an automatic speed control system that limits the vehicle speed electronically via the engine control unit (ECU) without cutting off the engine in order to ensure that the vehicle is operating safely. Controlling speed through SLDs can help to reduce the risk of accidents caused by speeding, which in return will enhance the safety of all road users, Loke added.

Apart from the current SLD system, the minister said that the government is also developing a new telematics system that will be integrated into these devices, which will allow for more effective monitoring of heavy vehicle movements and driver behaviour.
