Over 97% of Commercial Vehicles Yet to Verify SLD Installation - MOT
More than 97% of commercial vehicles, including tour and express buses, have yet to verify the installation of Speed Limitation Devices (SLD) ahead of the enforcement deadline on 1 October 2025, Transport Minister Anthony Loke revealed.
He said the rule applies to vehicles manufactured after 1 January 2015, specifically tour and express buses weighing over 5,000kg with more than eight passengers, and goods vehicles above 3,500kg.
“In the first phase, 108,805 vehicles fall under this requirement, but only 2,915 have completed verification. That means over 105,000 vehicles, or 97.32%, are still pending,” Loke said.
The SLD, a device that caps maximum driving speed, is being introduced as part of efforts to cut down on fatal accidents involving heavy vehicles.
Loke stressed that all installations must be verified by Road Transport Department (JPJ)-approved bodies, which will issue a Verification Slip and Functionality Report.
“The slip must be produced during inspections at Pusat Pemeriksaan Kenderaan Motor (PPKM) or when renewing permits with the Land Public Transport Agency (APAD). It must also be kept inside the vehicle at all times for enforcement,” he stressed.
Verification must be renewed every two years, with accredited bodies required to update records weekly through JPJ’s online system.
“The valid slip and report must be uploaded as proof for compliance monitoring,” Loke stated, adding that vehicle owners who fail to comply will be served with Notice 114, requiring them to appear for inquiry.
The government had earlier confirmed that SLD enforcement would be rolled out in stages, as part of a broader push to strengthen road safety and accountability among heavy vehicle operators.
