Smart Mobility: Malaysia Strengthens AV and EV Regulations

Earlier today, the Transport Ministry officially gazetted the latest amendments to the Motor Vehicle (Construction and Use) Rules under the Transport Act 1987.
These changes aim to keep national legislation in step with technological advancements while fostering innovation in Malaysia’s automotive sector.
Deputy Minister of Transport, Datuk Hasbi Habibollah, said the amendments, introduced in 2024, cover technical regulations for Autonomous Vehicles (AV), Electric Vehicles (EV), and Energy-Efficient Vehicles (EEV). This move underscores the government's commitment to modernising transportation regulations.
To pave the way for smart vehicle technology like AVs, the ministry has teamed up with industry players to run a series of tests. These trials are based on the Guidelines for Testing Autonomous Driving Vehicles on Roads, developed by the Ministry of Transport and Futurise.
Findings from these tests - covering technical insights, results, and stakeholder feedback - are being carefully analyzed to ensure that AV regulations are both thorough and in tune with industry needs.
Senator Datuk Dr Ahmad Azam Hamzah raised the issue in a recent Dewan Rakyat session, questioning the government’s plans for self-driving cars and driverless train systems.
Hasbi reassured that the guidelines are designed to make sure AV testing in Malaysia is carried out safely and in full compliance with existing laws. Emphasis is also placed on clear reporting and control measures.
The guidelines spell out specific technical requirements, including vehicle component specifications, AV safety systems, and designated testing procedures. These ensure autonomous technology is integrated safely and effectively.
With these amendments and structured testing protocols, Malaysia is moving confidently toward a future of smarter, safer, and more efficient transportation.
