92% Of Commercial Vehicles Yet To Verify Speed Limiters - JPJ

JPJ senior enforcement director Datuk Muhammad Kifli Ma Hassan said only 8,130 vehicles have complied so far, including 513 express buses, 290 tour buses, and 7,227 goods vehicles, a small fraction of the 108,805 vehicles required to complete verification under the first phase.

“That leaves 2,015 express buses, 5,951 tour buses and 92,709 goods vehicles still pending,” he told Bernama.


In the first three days of checks, JPJ inspected 2,180 vehicles and found 385 violations for failing to present a valid verification slip. Offenders included 144 express buses and 221 goods vehicles.

The rule applies to commercial vehicles manufactured after January 1, 2015 specifically express and tour buses with a gross vehicle weight (GVW) above 5,000kg, and goods vehicles exceeding 3,500kg.

According to Kifli, all Speed Limiter Device (SLD) installations and activations must be certified by bodies recognised by JPJ.
Verification slips and functionality reports can only be issued by authorised vehicle manufacturers, JPJ-recognised technical services, approved workshops, or certification bodies accredited by the Department of Standards Malaysia.

“These verification slips are mandatory. Owners must present them during Puspakom inspections and when renewing permits with APAD or the Commercial Vehicle Licensing Board," he stressed.

He added that the slip must also be kept in the vehicle at all times and renewed every two years.

“There will be no compromise after the grace period ends. A Notice 114 will be issued to any vehicle owner who fails to comply,” Kilfi warned.
