Cabinet Approves Implementation Of MLFF Toll Collection System

BERNAMA reported earlier today that The Works Ministry (KKR) will introduce the Multi-Lane Free Flow (MLFF) by 2025 after recently getting the cabinet approval. This announcement was made by Senior Works Minister Datuk Seri Fadillah Yusof who added that with the implementation of MLFF, vehicles do not need to stop to pay tolls as there would not be any boom barriers. This indeed is a PLUS factor for toll users (no pun intended).

These systems, although new to us, have been implemented successfully for decades in our neighbouring countries such as Singapore and Indonesia.
Datuk Seri Fadillah further added that KKM would now start engaging with all toll concession companies such as PLUS on how the MLFF system is to be introduced smoothly for the convenience of the general public.
He further added, “After that, we will look into how to integrate the MLFF system where we will establish a command centre managed by the Malaysian Highway Authority (LLM) that needs to be integrated with all municipalities or cities,“ he said.

This announcement was made in a media engagement session yesterday. Also present was Deputy Works Minister Datuk Arthur Joseph Kurup.
According to Datuk Seri Fadillah, the MLFF is an initiative under KKR’s Intelligent Transport System (ITS) Master Plan 2019-2023. The objective of it is to develop and improve the safety of road users and drive the development of the nation's IPS applications.
The implementation of the MLFF system can only be done with the use of an In-Vehicle Unit (IU) which in our case is the RFID stickers available through Touch N’ Go. However when PLUS rolled out its transition to implement the RFID system on its closed toll booths, it was received with heavy criticism and backlash from all parties. This was even after all details of the roll-out was well communicated via all media much earlier to ensure a smooth transition by the PLUS Highway Communications Department.
However, nearly a year later we can see that this sentiment is slowly shifting and now there are requests for more RFID Lanes compared to Smart Tag or Touch N’ Go lanes. Currently all 3 payment modes are being offered, but with the 2025 MLFF in sight, only the RFID system would remain as the rest is slowly discontinued.

On another note, Datuk Seri Fadillah said that KKR has also started working Weight-In-Motion (WIM), a vehicle weighing scale to detect overloaded lorries that regularly cause road damages and congestion on our roads. With the use of the WIM system, immediate legal action can be taken against the vehicle owners and company.
