HVGT Postponed: Government Focuses on Other Fiscal Reforms

The Malaysian government elected to delay the implementation of the High-Value Goods Tax (HVGT), which was initially set to take effect last year starting May 1.

The postponement was confirmed by Finance Minister Datuk Seri Anwar Ibrahim via written reply to Dewan Rakyat on Feb 27, 2025.

The decision comes as the government decided to focus on other fiscal reforms which it has rolled out - Low-Value Goods Tax and targeted diesel subsidies. These measures, introduced last year, have taken priority over the HVGT for the time being.

Datuk Seri Anwar, however, assured that discussions on the tax’s feasibility and structure would continue, particularly in relation to the broader review of the Sales and Service Tax (SST) as outlined in Budget 2025.

The HVGT was originally planned for 5% - 10% and is expected to generate around RM700 million in annual tax revenue.

Additionally, the Finance Ministry had proposed to include luxury cars above RM200,000, prompting concerns on the impact of such a policy, particularly on Malaysia’s premium automotive market.

As we had reported before, analysts from Maybank Investment Bank have projected that the introduction of the HVGT, along with increased service tax rates, potentially poses challenges for the country’s automotive industry.

The Finance Ministry had previously emphasized that any new taxation policy must be carefully structured to ensure fairness and effectiveness. The development of the HVGT will require thorough planning to balance economic objectives with social welfare considerations.

The government’s cautious approach reflects its broader fiscal strategy, ensuring that tax measures align with national economic goals. While the HVGT remains on the table, its implementation will be revisited after further evaluations and policy refinements.
