New Speed Limit Device Mandatory In Heavy Vehicles Starting Oct 2025

The Ministry of Transport has passed a new law through the Road Transport Department (JPJ) to enforce the adoption of Speed Limitation Device (SLD) for commercial vehicles. This move aims to improve road safety and reduce fatal accidents involving heavy vehicles.
SLD is a system designed to cap a vehicle's top speed. It is especially crucial for vehicles carrying heavy loads or large numbers of passengers, and it aims to help prevent speeding-related incidents.

Starting Oct 1, 2025, all tour buses, express buses, and heavy goods vehicles with a maximum weight over 3,500KG, registered from Jan 1, 2015 onwards must have a valid Functional Verification and SLD Report.
This report can be issued by either the vehicle manufacturers, JPJ-recognised Technical Services (TS) centres, certified workshops, or any accredited certification body approved by JPJ.
The SLD report must be renewed every two (2) years. It must also be presented during inspections at Puspakom and when applying for or renewing permits with the Land Public Transport Agency (APAD).
Additionally, copies of these documents must be kept in the vehicle at all times for inspection by enforcement authorities.

For commercial goods and service vehicles above 3,500KG, and passenger vehicles over 5,000KG carrying more than eight people that were registered before Jan 1, 2015, operators must activate the SLD function in the vehicle’s Electronic Control Unit (ECU), if available.
This requirement also applies to rebuilt and imported used goods vehicles above 3,500KG. These vehicles are subject to the same two-year renewal cycle and must also carry the relevant documents in the vehicle at all times.
Additionally, JPJ has expanded its Conformity of Production (COP) inspections since April 2025. These checks are carried out at manufacturing plants to ensure that commercial vehicles comply with the national speed limit of 90 km/h, as required under the Vehicle Type Approval (VTA) regulations introduced from 2015 onwards.

For vehicles not originally fitted with an SLD, installation of a JPJ-approved retrofit system will be mandatory. This applies to goods vehicles above 3,500KG and passenger vehicles over 5,000KG carrying more than eight people.
All retrofit installations must be verified by a recognised Technical Service, certified workshop, or accredited certification body. These documents must also be renewed every two years and presented during Puspakom inspections and APAD permit processes.
Verification documents must always be kept in the vehicle for JPJ enforcement checks. This retrofit SLD enforcement will take effect from July 1, 2026.
The Ministry calls on all stakeholders, manufacturers, logistics operators and commercial vehicle owners to fully support this effort. The initiative is a key step in building a safer, more efficient, and modern transport system for Malaysia.
