Over 7,000 Commercial Vehicle Safety Audits Completed - Loke

501305298_694723679977370_3064248316121884768_n-full_normal-(1).jpg Transport Minister Anthony Loke said the Road Transport Department (JPJ) has carried out over 7,000 safety audits on commercial vehicle operators nationwide to enhance safety standards within the transport industry.

Responding to Tuan Mordi Bimol (Mas Gading) in Parliament, Loke explained that the JPJ Inspection and Safety Audit (JISA) programme monitors compliance with the Industrial Code of Practice (ICOP), which outlines key safety requirements for commercial operators.

“JISA audits cover five main areas which are safety management, vehicle management, driver management, record management, and risk management

“Each operator must fulfil seven mandatory ICOP requirements, including appointing a safety officer, installing GPS tracking, complying with driving and rest hours, preparing an Emergency Response Plan (ERP), and providing a company hotline for public complaints," he said.

The Minister clarified that as of April 30, 2025, there are 48,002 registered commercial operators, not 300,000 as previously mentioned, noting that the larger figure refers to the 372,586 licensed vehicles (buses and lorries) regulated by APAD.

"As of September 30, JPJ had completed 7,228 JISA audits nationwide across various categories of commercial transport," Loke noted, adding that the ongoing audits aim to strengthen compliance and reduce accidents involving heavy vehicles.

He further stated that JPJ is developing a digital JISA system, expected to be operational by 2027, to automate audits and improve enforcement transparency.

“The system will integrate GPS data directly into the JISA database, allowing real-time detection of non-compliance such as speeding, route deviations, and operating beyond permitted hours,” Loke concluded.
