ECRL Project Hits 87% Completion by August 2025 – MoT

The ECRL project has recorded 87% overall completion as of August 2025, said Transport Minister Anthony Loke.

The East Coast Rail Link (ECRL) project spanning Kelantan, Terengganu, Pahang, and Selangor has recorded an overall completion of 87% as of August this year, said Transport Minister Anthony Loke.

As reported by Bernama, the minister said the project segment in Terengganu is among the fastest to be completed, as land issues were resolved earlier, coupled with its overall flat geographical terrain, thus possessing fewer construction challenges.

“In Terengganu, track works are almost completed. The only sections yet to be finished are from Bentong to Gombak, particularly the Genting tunnel up to Gombak, which is the most challenging segment,” Loke told reporters after officiating the BAS.MY Kuala Terengganu Service Transformation Programme yesterday.

That said, the minister continued that progress in both Kelantan and Terengganu remains on track, as most of the major construction works there have been completed. However, he revealed that incidents of cable theft in Pahang have disrupted the work progress in the state.

“More than a kilometre of cables was stolen, which created problems for the developer. They now have to review their approach to accelerate progress.

“I have already discussed this with the Home Ministry and the police. More aggressive action is needed, including enforcing stricter laws to curb this issue,” Loke added.

Apart from causing delays and heavy losses, the minister also pointed out that cable thefts pose high risks to public safety.

Back to the ECRL project, the first phase from Kota Bharu to Gombak is scheduled for completion in December 2026, with first testing and certification set to take place earlier in June 2026. Meanwhile, the second phase, from Gombak to Port Klang, is scheduled to be completed later in December 2027, with the full operations expected to begin in Jan 2028.
